
Amenabar is set to invest €130 million in the development and construction of 612 protected homes for sale in Seville, following the acquisition of the RMA-5 plot in the Cruz del Campo development. The developer has paid €27 million for the site, which was awarded through a public tender launched by Seville City Council’s Urban Planning Department. The plot had a starting price of €22.35 million and has capacity for the 612 homes planned by Amenabar. The development will comprise two- and three-bedroom homes, with allocations expected to take place this year. Construction is also scheduled to begin in 2026, with handovers planned for 2028.
They will include a 500 sqm swimming pool, a 400 sqm sports area and six communal spaces totaling more than 1,500 sqm. These facilities formed part of the criteria assessed in the municipal tender, which prioritised the design and quality of the developments, the provision of recreational, children’s and sports areas, and, in particular, the final price of the homes. Amenabar will manage the allocation process based on the list provided by Emvisesa, Seville’s municipal housing company, and in accordance with the city’s protected housing regulations. If any homes remain available once the list has been exhausted, the developer may allocate them directly to buyers who meet the requirements established by local regulations.
Amenabar is already developing a further 232 market-rate homes within the same development, with completion scheduled for 2027. This approach—mixing protected units with standard market housing, mirrors a growing trend where large urban projects attempt to balance social requirements with commercial viability. The wider urban development comprises around 2,000 homes, 45% of which will be subject to some form of protection. The development is centred around Cruz del Campo Park, a 70,000 sqm green space that opened in October 2025. Across Seville and its metropolitan area, Amenabar’s residential activity now totals 1,288 homes, including 330 units at Jardines de Entrenúcleos in Dos Hermanas and a further 114 homes recently launched in Mairena del Aljarafe.

The project forms part of Amenabar’s 2026-2030 strategic plan, under which they plan to deliver 8,420 homes, half of them protected or affordable. In Andalusia, their planned pipeline totals 3,290 units, with 60% earmarked for protected or affordable housing. Andalusia is a region where such ratios are increasingly scrutinized by both municipal authorities and potential investors.
Amenabar’s investment in Seville is a significant one.
